Thiruvananthapuram, Oct 23: Certain activities of Naxal groups in the state have come to the notice of the government, state Home Minister Kodiyeri Balakrishnan said.
"There are reports that Naxal leaders frequent and stay in the state to hold meetings and police have been asked to be vigilant," Balakrishnan said here today after a high-level meeting of police officers attended, among others, by DGP Raman Srivastava.
On communal forces, he said though there were no communal clashes in the state, these forces were active, he said adding police have been instructed to act sternly against them.
With the objective of curbing anti-social activities, it has been decided to implement strictly the Anti-Social Prevention Act popularly known as 'Goondas Act'. The wealth of those belonging to this category, who did not surrender, would be confiscated, he said.
The community police system would be put into practice in selected municipal corporation and municipalities from January next. Necessary training for police personnel in this regard would be given in the coming months, he said.
As part of the move to implement traffic rules strictly, the traffic police machinery would be reformed with crimes under IPC handed over to the local police. Traffic police would concentrate more on implementing traffic rules. The number of road accidents and deaths have increased in the state mainly due to floating of traffic rules, he said.
To strengthen functioning of police stations, instructions had been given not to post police personnel from police stations to other special duties and working arrangement duties, he added.

When Rajan case came to light after the Emergency was lifted Karunakaran has to resign. All the officers involved in Rajan case were promoted. When Varghese case came to light after 30 years the CBI is pursuing the case. All the police officers involved got their due promotions. In September 1994, Karunakaran’s SPY SCANDEL in SPACE Department there was a big hue and cry raised and after a few years of bickering by LDF was closed as SPY SCANDAL without a SPY. Achudanandan the then leader of opposition has promised many a times that he will unfold the mystery behind the SPY SCANDAL and bring the culprits behind the SPY SCANDAL and compensate the two innocent scientists arrested and tortured during investigation. Achudanandan has moral responsibility to keep up his promise to the people of Kerala. Now again land scandal for Space Department is the topic of the day. Behind every move be it LDF or UDF the police have a secret agenda.
